Searching for the driver is wrong
On the evening of January 9, on the Fanpage of the Da Nang Dog and Cat Lovers Group , a post appeared from a personal Facebook account named Nau Nau, posting images and clips extracted from a camera of a dog lying at a gas station and being run over by a 7-seater car twice (both front and rear wheels), causing the dog to be injured and writhing in pain.
According to the content posted with the photos and clips, the personal account named Nau Nau (owner of the poor dog) wants the online community to “find the driver who caused the above incident… and ultimately wants the driver to take some responsibility for the above incident”.

Immediately after the information was posted, the online community divided into two groups to fiercely debate the reason and emotion in the above situation.
Many comments expressed sympathy for the poor dog and anger at the driver’s indifferent actions, running over the dog but not stopping the car. Some wanted help to take the dog to treatment and to encourage the owner. On the contrary, many people thought that the owner’s purpose in posting the article was wrong.
“This owner doesn’t deserve to raise a dog, he makes the dog suffer. If you raise one, don’t let it out on the street. A gas station is also a traffic route because when building a gas station, there must always be a connection agreement with the management unit of that route. Once the agreement is made, it is also part of the traffic route. Raising a dog but not studying the law,” commented a personal account.

Many comments also cited legal regulations to clarify the situation. In particular, a Facebook account named Nguyen Quynh captured the content of Clause 3, Article 66 of the 2018 Law on Animal Husbandry, which stipulates that dog and cat owners must take measures to ensure the safety of people and other pets (must wear muzzles and leashes when going out…).
Furthermore, according to Decree 90/2017/ND-CP of the Government, if the owner does not implement these safety measures, he/she will be fined from 600,000 to 800,000 VND.
No responsibility, just an apology
Through investigation, Thanh Nien reporter determined that the incident occurred at 9:00 a.m. on January 8 at PT gas station in Loc Thuy commune, Phu Loc district (Thua Thien – Hue).
The owner of the poor dog above is Mr. NVL (28 years old, residing in Loc Thuy commune, Phu Loc district).
Immediately after the accident and severe injuries to the thigh, broken pelvis and ribs…, Mr. L. took his pet dog to a veterinary hospital in Hue City, 50 km away, for treatment.

“I am very sad and heartbroken to see my pet in such a state. I will do my best to treat it because pets are also my life and have lived closely with me. Currently, it is temporarily out of danger, and the veterinarians have treated the soft tissue and blood clot,” said Mr. L.
Due to multiple fractures in the pelvis, the doctors will probably re-evaluate the dog and perform surgery after a few days of treating the soft tissue injury. “This is a special injury case, so surgery must be considered to ensure its life,” said Mr. L.
Confiding further with Thanh Nien reporter, Mr. L. said that he posted the article because he was very sad when his pet had an accident, and was also angry at the driver’s heartless actions, running over the dog twice but still calmly driving away. “I do not ask the driver to take responsibility for the incident, but at least I want to receive an apology from the person who caused the accident to my pet,” Mr. L. said.
According to Mr. L., after the incident, many people contacted him to encourage him and expressed their desire to support his medical expenses, but he refused to accept. Recently, the driver who ran over the dog also apologized to him.
Reviewing the clip, seeing the dog being run over by a car, many people could not help but feel sorry and criticize the indifferent driver for speeding away. But logically, many people think that letting a pet lie on the road at a gas station is against the rules. Not only that, but then posting on social media calling for “finding the driver” like searching for a criminal is too emotional. Fortunately, up to now, all parties have contacted each other to sympathize, so this can be considered a common lesson.
