In the second half of the 1980s, the U.S. Army issued requirements for a new HETS (Heavy Tank Transporter System), consisting of a tractor and trailer, designed to transport
AM General and Oshkosh Truck Corporation were awarded the contract for the truck. The first prototypes (which eventually won the competition) from Oshkosh were ready for testing in the fall of 1990. Series production began in early 1992. The US Army received the first of these, designated M1070, in mid-1993. By 1996, a total of 1,320 vehicles had been delivered. The U.S. Army planned to purchase a total of approximately 2,100 vehicles.

The new vehicles in the U.S. Army’s Heavy Truck Companies’ arsenal replaced tractors and M747 sleepers. With the advent of the new equipment, these units were transformed into Combat Heavy Equipment Transport Companies, theirž mission is to provide tactical mobility of heavy equipment and armament (tanks, OT, BVP, howitzers, etc.). By the end of the year, 17 such units had been built within the US Army, US Army Reserve and US Army National Guard. The company is made up of two or ěfour Truck Platoons with 48 and 96 HETS respectively.
